Do I say it or not? If so how? ANSWER PLZ?

Oka, so me and my boyfriend have been dating since July so about 6 months. And I really do like him alot. He said he doesn't want to be in love just yet but I really love him. My friend said that for New Years I should call him and tell him that I really do love him right before the new year. Because we don't actually say I love you in person, only in texts or chats. But I want to say it. Should I? (even though he doesn't want to be in love) if so, how should I say it?
