Take the package to the post office. Then you can send it either SAM (Space Available Mail) or PAL (Parcel Air Lift). You are only paying for postage to Seattle. From there to Okinawa the military pays for the postage. However, you may have to make out a customs certificate. The post office can help you with that. Use SAM. It's the cheapest.
