I want to start a blog. Help please?

I'd like to make the world a slightly more hilarious place. I wish to accomplish this goal in part with a blog. Sadly, I am an inept worm in the world of the blogosphere. I am also a stupid teenager with no money. Will anyone please impart on me information in how to start a blog for free? (if such a thing is possible) Your help is greatly appreciated.
