Is my orthopedist charging me too much?

I went to see the orthopedist for a small injury in my arm and I got charged $1208 plus $200 for the doctors visit. On my claim recap said that the $1208 is for the bone/muscle surgery I apparently got, I say apparently because I just went to see the doctor for a consultation in which he took a look at my arm and told me to stretch it and bend it and he said he thought I had a fracture in my bone and then asked the nurse to get a x-ray of my arm. That was the end of the consultation. After I got my claims from the insurance company I was shocked to see that taking a look a my arm was considered a surgery. I called the hospital and the woman on the phone said that because he is an specialist he can charge me that much money. Is that what really orthopedists charge on regular basis?
