What can i do to stop bailiffs taking my things?

hi everyone hope someone can help me on monday 20th i have bailiff coming to my house to take goods,he has taken a list of goods already this was about three months ago, i have also broke one previous agreement, this debt is for 1110 owed to the council for council tax , in the last two weeks i have made 2 offers of payment the first 1 was �100 straight away then �100 every month which they refused, then today my boyfriend rang up head office and offered to pay half the debt on monday and the rest in monthly installments they refused again the lady he spoke to on the phone told him that if we take the goods out of the house we could be charged with theft , she also said that he can use a locksmith to gain entry please does any body have any advice or info that may help thank you.
