Why won't my little dog use puppy pads?

Well, that is a little weird because dogs usually prefer to go on something cloth rather than linoleum or wood. If she has a favorite spot, though, it usually works to place her pad there or really sanitize the area so it no longer smells like her pee/poop and she won't ociate it so much with going potty. They like to go in the same place over and over, so if those spots still smell (even a little) like her potty spot, she'll continue to go there. Sometimes it just takes patience and a lot of repeating. Dogs need routine and need it like POUNDED in their head before they understand, lol. Next time, maybe try placing her on the pad when she looks like she's about to go potty and don't let her off. This may take a lot of patience, but eventually, she'll have to go there. Then, when she does, give her something she really enjoys, be it a treat, your praise, a toy, or just petting her a lot and saying good girl. She should then ociate going potty on the pad with good things and want to go more often. And if she IS full grown you'll probably have a harder time because adults are a little harder to train than puppies. Good luck.
